The Colorado Springs City Council is expected to make a final decision on a new panhandling law that would prohibit the El Paso County Salvation Army from bell ringing in a downtown area.
The new law facing final approval on Tuesday would affect one downtown area.
If approved, the new law would go into effect next month and 60 other sites would not be affected.
The El Paso County Salvation Army's Red Kettle Campaign raised $68,000 last year and accounts for about 15 percent of the organization's income.
Money raised from donations goes to help homeless and low-income residents.
